The Top Talent Pass Scheme sorts applicants into three categories. The first looks at income, the other two look at where you earned your bachelor’s degree.

Category A requires an annual income of HK$2.5 million or more in the year immediately before the application. Qualifying income covers taxable employment or business earnings: salary, allowances, stock options, and profit from a company the applicant owns. Income from personal investments does not count. For business owners, the applicant generally needs to have held the company’s shares throughout the full tax assessment year used to calculate that profit. There is no university requirement for Category A.

Category B requires a bachelor’s degree from an eligible university and at least three years of work experience accumulated within the five years immediately before the application.

Category C requires a bachelor’s degree from an eligible university obtained within the five years immediately before the application, but with less than three years of work experience. Category C is subject to an annual quota of 10,000 and operates on a first-come, first-served basis. Non-local students who completed a full-time locally accredited undergraduate programme in Hong Kong are not eligible for Category C.

The eligible university list is the Aggregated List of Eligible Universities, maintained by the Labour and Welfare Bureau. It is built from four sources: universities that appeared in the top 100 of any of the four major world rankings (QS, THE, U.S. News, and the ARWU Shanghai ranking) in the past five years; the top five institutions in QS subject rankings for Hospitality and Leisure Management; the top five in QS subject rankings for Art and Design; and the top 20 universities in the ARWU ranking of Chinese universities. The five-year rolling window means a university that was in the top 100 three years ago but dropped out this year may still remain on the list, while a university entering the top 100 for the first time may need to wait until the next update cycle. The list contains roughly 200 institutions as of 2026.

For Categories B and C, the bachelor’s degree is a hard requirement. A master’s or doctoral degree from an eligible university cannot substitute for a bachelor’s degree if the bachelor’s degree itself was not awarded by an institution on the list.

IANG at a Glance: The Local Degree Route

The Immigration Arrangements for Non-local Graduates applies to people who have obtained a degree from a full-time locally accredited programme at a Hong Kong higher education institution. Unlike TTPS Categories B and C, IANG does not use any world university ranking list. The sole qualifying condition is having graduated from a recognised Hong Kong programme. This makes IANG the natural path for international students who complete their studies in Hong Kong and want to stay for employment.

TTPS Application Documents and Process

TTPS applications are submitted to the Hong Kong Immigration Department. The core document requirements differ by category.

For Category A, applicants must provide proof of annual income of HK$2.5 million or more in the preceding year. For employed applicants, this typically includes a tax assessment notice or tax clearance certificate issued by the local tax authority for the most recent tax assessment year, plus supporting documents such as an employment contract or a statement from the employer detailing stock option values. For business owners, documents include the corporate income tax assessment notice for the most recent tax assessment year, tax clearance certificates, and financial statements such as a recent audited report, profit and loss statement, or profits tax return.

For Categories B and C, applicants must provide proof of the qualifying bachelor’s degree, which may require credential verification documents. Category B applicants additionally need proof of at least three years of work experience within the five years immediately before the application.

All TTPS applicants who are residents of Mainland China must also submit a working consent letter issued by their current employer or the relevant Mainland authority, using the form attached to the TTPS application guide. Macau SAR residents submit their Macau Resident Identity Card and Visit Permit for Residents of Macao to Hong Kong SAR. Taiwan residents submit their household registration transcript and Taiwan identity card.

The application is processed by the Immigration Department. Once approved, the visa or entry permit allows the holder to work, change employers, and bring dependants.

IANG Application Process

IANG applicants apply after completing a qualifying degree in Hong Kong. The application requires proof of graduation from a full-time locally accredited programme. Those who apply within six months of their graduation date do not need a job offer at the time of application. Those who apply after six months must have secured an employment offer for a job that is relevant to their qualifications and at a remuneration level commensurate with market standards.

How the Schemes Compare

TTPS and IANG are structurally different. TTPS selects on income or on a global university list before the applicant has any connection to Hong Kong. IANG selects on having already completed a degree inside Hong Kong’s education system.

A common mistake is to assume that because one scheme does not require a specific university background, the others do not either. The Quality Migrant Admission Scheme uses university rankings as a points-scoring bonus, not a hard threshold, and its list is slightly broader than the TTPS list. The General Employment Policy (GEP) scheme for professionals does not impose any university ranking requirement at all; its review focuses on the employer, the position, and the salary. IANG likewise ignores world rankings entirely. Each scheme was designed with a different logic, and the eligibility criteria do not transfer between them.

Dependants and Extension of Stay

Under TTPS, successful applicants can bring their spouse or unmarried dependent children under the age of 18. Dependants apply for their own visas or entry permits linked to the principal applicant’s status.

Both TTPS and IANG permit holders can apply for an extension of stay before their current limit expires. The extension is assessed based on whether the applicant has been employed, has established a business, or otherwise meets the conditions set by the Immigration Department at the time of renewal.

What This Means for International Readers

For someone outside Hong Kong with high income or a degree from an eligible university, TTPS is the direct channel to obtain a work visa without a pre-existing job offer. For someone who studies in Hong Kong, IANG is the standard post-graduation work pathway. Neither scheme requires sponsorship by a specific employer at the point of initial application, which distinguishes them from the General Employment Policy route.

For those who plan to open bank or investment accounts in Hong Kong, holding a valid visa under either TTPS or IANG satisfies the residency documentation requirement that most financial institutions ask for when onboarding non-local clients. The choice between the two depends entirely on whether your qualification is an income threshold, a global university degree, or a Hong Kong degree.

No single scheme fits everyone. Checking the official eligibility criteria on the Hong Kong Immigration Department website before committing to a particular application path avoids wasted time and incorrect document preparation.
